What is it like to attend this early years setting?
The provision is inadequate
The provider has failed to make sufficient improvements to the quality of care and education since the last inspection. As a result, children do not receive a good-quality early education to which they are entitled.
The provider has also failed to meet all the safeguarding and welfare requirements, including the welfare requirements notice served previously. This means that children's welfare is not assured.Staff do not understand how to support children's learning effectively.
Their interactions with the children are minimal. For example, staff focus on tasks that are too easy for children and fail to challenge ...the most-able children's learning well. Additionally, staff ask children repetitive questions, such as 'What colour is this?', when the children already know the answer.
Nevertheless, children settle quickly as they arrive at the setting. Staff greet children warmly with smiles. Children make choices about which activity they want to participate in and engage with the resources.
Staff sing rhymes with the children. Older children demonstrate their concentration skills during larger group times. Children have the opportunity to use large play apparatus indoors to help develop their physical skills, such as going down slides.
Children generally behave well. Staff speak calmly to them to remind them not to throw toys.
What does the early years setting do well and what does it need to do better?
The provider has failed to consistently meet requirements since registration.
Additionally, the leadership team do not sufficiently tackle areas of concern. While some improvement has been made, this is not sufficient to ensure the legal requirements of the registration are met.The provider has not ensured that staff maintain their safeguarding knowledge.
Although staff understand how to report a concern within the setting and to other agencies, they do not have a secure knowledge of the potential indicators of radicalisation and extremism. Furthermore, since registration the provider has received frequent actions relating to the safeguarding of the children in their care. Therefore, children's safety cannot be assured.
The provider has failed to ensure that all accidents involving children in their care are recorded. This is despite a welfare requirement notice being served about keeping a record of accidents after a recent incident. Failure to keep accurate records means that children's health needs are not met.
The provider has failed to develop staff's teaching skills to a good level. Regular performance management meetings in the form of 'reflection' discussions are not sufficiently focused on teaching skills and knowledge. As a result, staff do not offer children a good-quality learning experience.
The provider explains that the curriculum is to help children get ready to go to school. However, staff's understanding of the delivery of the curriculum remains weak. For example, when going on an outing, some staff put coats on for children without allowing them the opportunity to have a go for themselves.
Other staff wait patiently while children try and only help when they need it. The inconsistent teaching and insufficient opportunities for children to learn mean that they cannot acquire and develop any new skills.Staff do not follow children's interests to extend their learning appropriately.
For example, when young children begin using resources to dig with in the sand tray, staff ask them questions about what number they are holding. As a result, children lose interest and move on to another activity.Staff do not use every opportunity to develop children's communication and language skills.
When young children do not answer, staff ask them to repeat specific words. For example, when completing simple shape puzzles, staff say to children, 'Can you say oval?' Staff recognise when children require additional support and make referrals to other agencies. However, they do not implement further effective action while they are waiting for external specialists.
As a result, children do not make sufficient progress from their starting points.Parents receive information through the online learning journal. Staff interact with parents to give them information about their child's day.
Children have some opportunities to learn how to keep themselves safe. Staff encourage them to hold on to the handrail when walking up and down the stairs. Children enjoy short walks around the local area.
Staff use these opportunities to teach children to stay within the group and supervise them closely.
Safeguarding
The arrangements for safeguarding are not effective.There is not an open and positive culture around safeguarding that puts children's interests first.
What does the setting need to do to improve?
The provision is inadequate and Ofsted intends to take enforcement action.
